Village of Dorchester Board of Trustees September 9, 2019 The regular meeting of the Village of Dorchester Board of Trustees was held Monday, September 9,2019 at 7:00 p.m. at the Dorchester Fire Hall. Chairman Tom Cerny advised those present of the Open Meeting Act. Answering Roll Call were board members Tom Cerny, Andrea Pracheil, Roger Miller, Sarah Wenz and Matt Scholz. (All motions carried are unanimous "for" unless otherwise noted) 2019-2020 Fiscal Budget Hearing. Approved to pass the 1% Increase Restricted Funds Authority. Approved to adopt the budget as published. Approved to go into a Special Hearing to set a tax request at a difference amount. Approved to Adopt the Resolution. Approved to Close Budget Hearing. RESOLUTION WHEREAS, Nebraska Revised State 77-1601.02 Provides that the Governing Body of the Village of Dorchester, passes by a majority vote a resolution or ordinance stating the tax request; and WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning the property tax request; NOW, THEREFORE, the Governing Body of the Village of Dorchester resolves that; 1. The 2019-2020 property tax request be set at $164,673.00 2. The total assessed value of property differs from last year's total assessed value by 10% 3. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property, would be $0.444325 per $100 of assessed value. 4. The Village of Dorchester proposes to adopt a property tax request that will cause its tax rate to be $0.484481 per $100 of assessed value. 5. Based on the proposed property tax request and changes in other revenue, the total operating budget of Village of Dorchester will exceed last years by 4% 6.A copy of this resolution be certified and forwarded to the County Clerk on or before October 13, 2019. Motion by Pracheil, seconded by Miller to adopt Resolution #. Voting yes were Cerny, Wenz, Scholz, Miller and Pracheil. Voting no were none. RESOLUTION WHEREAS, the Village of Dorchester, Nebraska recognizes that a properly functioning Public Water System is necessary to the health and welfare of the citizens of the Village; and WHEREAS, the Chairperson and Village Board of trustees have determined that portions of the Village Public Water System are in need of significant repair and improvement; and WHEREAS, funding for the cost of the repair and improvement of portions of the Village Public Water System may be obtained by loan from the Nebraska Department of Environment and Energy, subject to certain requirements and obligations; NOW, THEREFORE, BE IT RESOLVED by the Chairperson and Village Board of Trustees of the Village of Dorchester, Nebraska that they should execute the contract for loan between the Nebraska Department of Environment and Energy and the Village of Dorchester, Nebraska for the purpose of repairing and improving the Village Public Water System; and BE IT FURTHER RESOLVED THAT Thomas W Cerny, Chairperson, be authorized and directed to sign all necessary documents, to furnish such assurances to the State of Nebraska as may be required by law or regulations, and to receive payment on behalf of the applicant.
