VILLAGE OF DORCHESTER BOARD OF TRUSTEES MINUTES MAY 4, 2022 The regular meeting of the Village of Dorchester Board of Trustees was held Wednesday, May 4, 2022, at the Dorchester Community Hall and was called to order at 7:02 p.m. Chairperson Pracheil advised those present of the Open Meetings Act. Answering Roll Call were board members Kelly Vyhnalek, Sarah Wenz, and Chairperson Andrea Pracheil. Board members Roger Miller and Eric Bird were excused. Advance notice of the meeting was posted at the Dorchester US Post Office; First State Bank, NE; Village of Dorchester office and in The Crete News. Approved Consent Agenda Items #1-#4. William Plouzek and Derek Beenblossom presented the Northview Estates Addition Replat, allowing larger lots. Tabled until next meeting, as there were not enough voting members present. (Vyhnalek must abstain due to conflict of interest.) Consideration and discussion of village website options. Motion by Vyhnalek, seconded by Wenz to approve the proposal by Immense Impact, LLC. Discussion was held on the employee handbook. Handbook will be forwarded to Hoffschneider Law for review. Consideration of dates for 2021-2022 Financial Statement Audit Review Workshop. Clerk Kasl will check with excused board members and Blobaum and Busboom on suggested dates. Update on Ordinance No. 2022-04 relating to accessory buildings on residential districts. The planning commission met prior to the board meeting to review the board’s suggested changes. Clerk Kasl will submit the changes to Hoffschneider to have a new ordinance drawn up. New Business: Consideration and discussion held on fiber optic install by UNITE. Motion by Pracheil, seconded by Wenz to approve the install, provided they bore rather than trench along West Line where there are residents’ yards. Motion carried. Discussion held on vacant properties. Motion by Pracheil, seconded by Wenz to proceed as is legally permitted. Motion carried. Consideration of dangerous dog after citizen complaint of another dog bite. Motion by Pracheil, seconded by Wenz to declare the Maltese dog at 607 Lincoln a dangerous dog after biting two citizens. Motion carried. Consideration and discussion of Short-term/Long-term disability quote. Motion made by Pracheil, seconded by Wenz to approve the quote as is. Motion carried. Consideration of a fifth roll-off if needed for community clean-up. Motion by Vyhnalek, seconded by Pracheil to approve up to eight total roll-offs as needed until clean-up is complete.
