VILLAGE OF DORCHESTER BOARD OF TRUSTEES MINUTES MAY 3, 2023 The regular meeting of the Village of Dorchester Board of Trustees was held Wednesday, May 3, 2023, at the Dorchester Community Hall and was called to order at 7:02 p.m., Chairperson Pracheil advised those present of the Open Meetings Act. Answering Roll Call were board members Andrea Pracheil, Roger Miller, Sarah Wenz, Matt Shaw and Eric Bird. Advance notice of the meeting was posted at the Dorchester US Post Office; First State Bank, NE; Village of Dorchester office and in The Crete News. Approved Consent Agenda Items #1-#4. A question on the difference between vacant and abandoned properties was brought up. Clerk Kasl and Madsen will check with Atty. Hoffschneider for clarification. Unfinished Business: None. New Business: Resolution 2023-02 for Surplus Property Declaration for the street sweeper was presented. RESOLUTION NO. 2023-02 Surplus Property Declaration WHEREAS, the Village of Dorchester has authority under Nebraska Revised Statute 17-503.02 and Section 8-104.01 of the Municipal Code of the Village of Dorchester, to order the sale of Village owned personal property through the adoption of a resolution by the Village Board directing the sale and the manner and terms of the sale, and WHEREAS, the Village of Dorchester has personal property with a fair market value of less than $5,000.00, described as follows, that is hereby declared to be surplus property and the same is hereby directed to be sold at the discretion of the Village Board: 1989 Elgin Premier Pelican S/N: P0380D Miles: 4,126 Hours: 10,269 Weight: 16,040 lbs. WHEREAS, the Village of Dorchester will sell said personal property after a notice of sale has been posted in three prominent places within the Village for a period of not less than seven (7) business days prior to the sale of such property. WHEREAS, if the Village of Dorchester does not receive bids for any specific said surplus item, it will be determined to have no value and Village staff is directed to destroy and dispose of said item. NOW, THEREFORE, BE IT RESOLVED by the Chairperson and Governing Body of the Village of Dorchester that the above described surplus personal property be sold after notice of such sale has been posted in three prominent places within the Village for a period of not less than seven (7) business days prior to the sale of such property. Said notice shall give general description of the surplus property offered for sale and state the terms and conditions of such sale. If no bids are received for any specific said surplus item, it will be determined to have no value and Village staff is hereby directed to destroy and dispose of said item. Motion carried. Motion by Miller, seconded by Wenz to list on Big Iron with a minimum $1,000 bid, and to haul to Haufle’s if minimum isn’t met. Motion carried. Discussion was held on the needed street repair to 76E and 12th Street. Lack of motion. Discussion was held on manhole at Northview Estates. Tabled until 2nd bid is received. Discussion was held on the radar speed sign options. Motion by Miller, seconded by Bird to get two solar powered signs to be paid out of Keno funds and LARM safety grant if awarded. Motion carried. Discussion was held on the copy machine lease options. Motion by Miller, seconded by Shaw to approve the lease for the newer, faster machine. Motion carried. Consideration of the website renewal quote. Motion by Miller, seconded by Bird to approve the quote. Motion carried. Consideration of bid for new pest control at the fire building. Motion by Wenz, seconded by Shaw to approve the bid and get a quote to add on service for the village office and community building. Motion carried. Discussion was held on landscape options for the corner of Washington and N. Depot. No action taken. Consideration of dates for the 2021-2022 financial statement audit review workshop. Clerk Kasl will check on May 23, 2023 at 5:00 as an option. Motion by Bird, seconded by Miller, to adjourn the meeting. Motion carried. Meeting adjourned at 8:03 p.m. Special meeting will potentially be held May 23rd, at 5:00 p.m. Next regular meeting date is Monday, June 5th at 7:00 p.m. at the Dorchester Community Hall.
