VILLAGE OF DORCHESTER BOARD OF TRUSTEES MINUTES MARCH 6, 2023 The regular meeting of the Village of Dorchester Board of Trustees was held Monday, March 6, 2023, at the Dorchester Community Hall and was called to order at 7:02 p.m. Chairperson Pracheil advised those present of the Open Meetings Act. Answering Roll Call were board members Andrea Pracheil, Roger Miller, Sarah Wenz, Matt Shaw and Eric Bird. Advance notice of the meeting was posted at the Dorchester US Post Office; First State Bank, NE; Village of Dorchester office and in The Crete News. Approved Consent Agenda Items #1-#4. Fire report given. Brisket drive-thru fundraiser will be April 1st from 4:30-7:30 p.m. Egg dyeing will be April 7th at 7:00 p.m. at the fire hall. Egg hunt is April 8th at 2 p.m. for kids ages 0 yrs. old – 2nd grade at the softball/football field, and 3rd - 4th grade at the football practice field. Sheriff’s report given. Wenz brought up a dog citation that was issued. Code compliance report given. Bontrager will continue reviewing EPA violations and vacant properties. Unfinished Business: Discussion held on the permit for the new crow’s nest. Motion by Wenz, seconded by Bird to approve the permit provided the property lines are correct. Property will be surveyed before construction begins. Discussion was held on the new storage building. Additional quotes will be presented next month. New Business: The Festival Committee presented on the 4th of July activities. They would like to get 5-6 additional modules and one controller. Motion by Wenz to give $8,000 toward fireworks and $2,000 toward additional equipment for a total of $10,000. Motion failed. Motion by Shaw, seconded by Miller to give $8,000 toward fireworks and $2,500 toward additional equipment for a total of $10,500 to be paid out of the keno account. Motion carried. Discussion held on Ordinance 2023-01 to approve the fee schedule including the increase in late fees for utility accounts. Motion by Miller, seconded by Bird to waive the three-reading rule. Motion carried. Motion by Miller, seconded by Bird to approve Ordinance 2023-01 as written, to include adding an age range of 0-5 years old on the baby grave section. Motion carried. Discussion was held on the Master Work Order for Olsson Motion by Bird, seconded by Miller to approve. Motion carried. Discussion held on golf cart usage within village limits. Clerk Kasl will direct Atty. Hoffschneider to draft an ordinance repealing the current ordinance. Discussion held on street sweeper options. More info to be brought back next month. Discussion held on gravel and rock bids. Up to $10,000 spending is approved without presenting back to the board. Consideration of dates for a special meeting to discuss future infrastructure projects. A date will be set for April. May meeting is moved from Monday, May 1st to Wednesday, May 3rd. Motion by Bird, seconded by Shaw, to adjourn the meeting. Motion carried. Meeting adjourned at 8:04 p.m. Next regular meeting date is Monday, April 3rd at 7:00 p.m. at the Dorchester Community Hall.
