VILLAGE OF DORCHESTER BOARD OF TRUSTEES MINUTES JUNE 5, 2023 The regular meeting of the Village of Dorchester Board of Trustees was held Monday, June 5, 2023, at the Dorchester Community Hall and was called to order at 7:01 p.m. Chairperson Pro Tem Miller advised those present of the Open Meetings Act. Answering Roll Call were board members Roger Miller, Sarah Wenz, Matt Shaw and Eric Bird. Andrea Pracheil was excused. Motion by Bird, seconded by Wenz to approve the fence. Motion carried (4-0-1). Deputy Semrad arrived and gave the Sheriff’s report. Board would like them to watch for speeders. Discussion held on future infrastructure projects – water and streets. Olsson will work to put together a flushing schedule and village will stay with Piper Sandler for street bonding for the time being. The Olsson Master Agreement Work Order was reviewed. Motion by Bird, seconded by Shaw to approve the work order. Motion carried (4-0-1). Discussion held on the utilities superintendent vacancy. Miller, Shaw, & Clerk Kasl will interview candidates next week. Discussion held on bids for manhole at Northview Estates. Motion by Shaw, seconded by Bird to approve the bid by Excel Excavating. Motion carried (4-0-1). Discussion was held on the fire building updates. A site committee will be formed, so multiple people will know what is going on throughout the construction process. Plumbing will need to be approved by the State Fire Marshal. New Business: Discussion held on the bid from Crete to move the light pole by the fire station. Motion by Bird, seconded by Wenz to approve the bid. Motion carried (4-0-1). Two bids were reviewed for removal of trees in the Village right-of-way. Motion by Wenz, seconded by Bird to accept the bid for Trauernicht. Motion carried (4-0-1). Discussion was held on restricting water usage within the village. Motion made by Wenz, seconded by Shaw to change the splash pad hours to 1 pm-8 pm until further notice. Motion carried (4-0-1). Motion by Bird, seconded by Shaw to establish a voluntary restriction of watering yards until further notice. Motion carried (4-0-1). Discussion was held on park safety and improvements. Wenz made a motion to lock the restrooms each night when the splash pad closes. Motion failed. Discussion was held on poured rubber and fencing for the splash pad. Consideration of bid for additional camera at park. Motion by Shaw, seconded by Wenz to approve the bid to be paid out of general. Motion carried (4-0-1). Clerk Kasl will check on automatic locking doors for the restrooms. Discussion held on wage ranges. Kasl will direct Atty. Hoffschneider to draft an ordinance establishing new wages based on minimum wage. Clint Fichter, Small City Resource, arrived and presented a progress report on the Hometown Housing project. Motion by Bird, seconded by Wenz, to adjourn the meeting. Motion carried. Meeting adjourned at 8:56 p.m. Next regular meeting date is Monday, July 3rd at 7:00 p.m. at the Dorchester Community Hall.
