VILLAGE OF DORCHESTER BOARD OF TRUSTEES MINUTES FEBRUARY 7, 2022 The regular meeting of the Village of Dorchester Board of Trustees was held Monday, February 7, 2022, at the Dorchester Community Hall and was called to order at 7:01 p.m. Chairperson Pracheil advised those present of the Open Meetings Act. Answering Roll Call were board members Kelly Vyhnalek, Roger Miller, Eric Bird, and Chairperson Andrea Pracheil. Sarah Wenz was excused. Motion by Miller, seconded by Vyhnalek to pursue legal action against vacant properties that aren’t responding to letters sent. Motion carried (4-0-1). New Business: Approved IES Pay App #5. Justin Stark, Olsson presented Lift Station Rehab Bids. Motion by Miller, seconded by Bird, to accept the bid from Philip Carkoski Construction and Trenching INC., not including line item #5, and including line items #101, #102, and #104 for $172,454.50. Motion carried (4-0-1). Approved the endorsement from Vyhnalek Insurance for VFD Insurance renewals. Motion by Pracheil, seconded by Vyhnalek, to allow up to four staff/board members to attend the Midwinter Conference on February 28-March 1. Motion carried (4-0-1). Motion by Bird, seconded by Miller to allow Clerk Kasl and Deputy Clerk Zoubek to attend the NE Municipal Clerks Institute held March 14-March 18 and reserve hotel rooms as needed. RESOLUTION NO. 2022-09 SURPLUS PROPERTY DECLARATION WHEREAS, the Village of Dorchester has authority under Nebraska Revised Statute 17-503.02 and Section 8-104.01 of the Municipal Code of the Village of Dorchester, to order the sale of Village owned personal property through the adoption of a resolution by the Village Board directing the sale and the manner and terms of the sale, and WHEREAS, the Village of Dorchester has personal property with a fair market value of less than $5,000.00, described as set forth below, that is hereby declared to be surplus property and the same is hereby directed to be sold at the direction of the Utilities Superintendent using the services of BigIron Auctions. BOOM TRUCK - FORD F500, 1959, F50C9K-18-018 WHEREAS, the Village of Dorchester will sell said personal property after a notice of sale has been posted in three prominent places within the Village and published once in a legal newspaper in or of general circulation in the Village of Dorchester for a period of not less than seven (7) business days prior to the sale of such property. NOW, THEREFORE, BE IT RESOLVED by the Chairperson and Governing Body of the Village of Dorchester that the above-described surplus personal property be sold after notice of such sale has been posted in three prominent places within the Village for a period of not less than seven (7) business days prior to the sale of such property. Said notice shall give general description of the surplus property offered for sale and state the terms and conditions of such sale. PASSED AND APPROVED this day of February, 2022. Motion carried (4-0-1). VILLAGE OF DORCHESTER RESOLUTION NUMBER 2022-08 WHEREAS, the Federal Disaster Mitigation Act of 2000 was signed in to law on October 30, 2000, placing new emphasis on state and local mitigation planning for natural hazards and requiring communities to adopt a hazard mitigation action plan to be eligible for pre-disaster and post-disaster federal Funding for mitigation purposes; and WHEREAS, a Multi-Jurisdictional Hazard Mitigation Plan was prepared by the Little Blue Natural Resources District and the Lower Big Blue Natural Resources District, with assistance from JEO Consulting Group, Inc. of Lincoln, NE and, WHEREAS, the purpose of the mitigation plan was to lessen the effects of disasters by increasing the disaster resistance of the Natural Resources Districts and participating jurisdictions located within the planning boundary by identifying the hazards that affect the Village of Dorchester and prioritize mitigation strategies to reduce potential loss of life and property damage from those hazards, and WHEREAS, the Nebraska Emergency Management Agency and FEMA reviewed and approved the Little Blue Natural Resources District and the Lower Big Blue Natural Resources District Multi-Jurisdictional Hazard Mitigation Plan Update as of October 25, 2021, and WHEREAS, FEMA regulations require documentation that the plan has been formally adopted by the governing body of the Village of Dorchester in the form of a resolution and further requesting approval of the plan at the Federal Level; and NOW, THEREFORE, the governing body of the Village of Dorchester does herewith adopt the FEMA approved Little Blue Natural Resources District and the Lower Big Blue Natural Resources District Multi-Jurisdictional Hazard Mitigation Plan Update in its entirety; and PASSED AND APPROVED this day of, 2022. Approved pay raise for cleaning services to $12/hour. Discussion was held on the Assistant Utilities Superintendent Vacancy. Ad will be run for two more weeks, and interviews will be held the first week of March. Motion by Bird, seconded by Miller, to enter closed session for strategy sessions with respect to collective bargaining, real estate purchases, pending litigation, or litigation which is imminent as evidenced by communication of a claim or threat of litigation to or by the public body; and to allow the Board to attend, along with Atty. Kubert, Clerk Kasl, Deputy Clerk Zoubek, and Utilities Superintendent Kasl, for a period not to exceed 20 minutes. Motion carried.
