This is a synopsis of the Saline County Board of Commissioners’ September 3rd, 2019, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, September 3rd, 2019, by Chairperson, Marvin A. Kohout. Present were Janet Henning, Kohout, Phil Hardenburger, Henning, Stephanie A. Krivohlavek and Russ Karpisek, Commissioners, Deputy County Clerk Anita Bartels and Administrative Assistant Tim McDermott. Assistant County Attorney Steve Reisdorff was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the August 20th, 2019, meeting; Under Citizens’ Forum, Chuck McKay addressed the Board regarding Windstream raising towers in the County Right-of-Way. His concerns were the height of the towers and whether approval was needed from Planning & Zoning. Reisdorff explained if the towers were in the County Right-of-Way, only the Board approval was needed. Jeff Koll questioned how long a Conditional Use Permit application, which was not approved because of a tie vote is active. Reisdorff stated the application remains active and can be resubmitted for approval at any time. Under correspondence, Bartels reported receiving from the City of Crete their September 3rd agendas for the City Council Regular meeting, Finance Committee meeting, Public Safety Committee meeting and Park and Recreation meeting; two memorandums from NIRMA, one for Nomination/Election of NIRMA Board Members, the other for the NIRMA Annual Membership Meeting on October 4th. Kohout reported receiving a letter of confirmation from Randy Pryor announcing his retirement on December 31st. At 10:00 a.m., CPA Brian Blobaum opened discussion on the 2019-2020 Budget, noting two extra ordinary large expenses for roads and court costs, recommending a 3% tax increase. This recommendation would result in approximately a $10.00 increase per $100,000 in valuation. Approved a 3% increase. The Public Budget Hearing is set for September 17, 2019, at 10:00. At 10:20 a.m., recessed; At 10:40 a.m., reconvened; Approved an application for a minor subdivision from Robert Malone, dividing 3.03 acres in part of SW ¼ of Section 13 Township 16 North Range 4 East of the Sixth Principal Meridian. Sandy Morrissey with Region V Systems gave an annual update on programs and presented their 2019-2020 budget request. Larry Dix, NACO Executive Director presented Saline County with a $4,744.56 Employee Wellness Grant, noting Saline County was the only submission which met all grant criteria. Highway Superintended Bruce Filipi gave an update on various road, culvert and bridge projects. Approved Resolution #2019-073 to release pledged securities with Farmers and Merchants Bank, in the amount of $425,000.00, CUSIP #810164AQ6. Approved the Uncollected Distress Warrant Report, for warrants returned by the Sheriff for uncollected taxes. McDermott gas a synopsis of Saline County’s membership with NIRMA. Noting Saline County is a 1988 founding member and has received $450,000 in dividend payments. Approved Resolution #2019-074 transferring $800.00 from the #0100 General Fund to the $2250 Aging Services Fund. Approved Resolution #2019-075 transferring $2,000.00 from the #0100 General Fund to the #2500 Grant Fund. Approved Resolution #2019-076 transferring $130.00 from the #0100 General Fund to the #2502 Emergency Preparedness Fund. Approved Resolution #2019-078 transferring $142.72 from the #0300 Road Fund to the #0100 General Fund.
