This is a synopsis of the Saline County Board of Commissioners’ November 12th, 2019, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:34 a.m. on Tuesday, November 12th, 2019, by Chairperson, Marvin A. Kohout. Present were Kohout, Janet Henning, Phil Hardenburger, Stephanie A. Krivohlavek and Russ Karpisek, Commissioners, County Clerk Daryl Fikar and Administrative Assistant Tim McDermott. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the October 29th, 2019, regular meeting; Under Citizens Forum, Ric Nelson with EDF Renewables updated the Board on progress being made with construction of the Milligan 1 windfarm. He said, above all else, safety is their priority. He informed the Board that all employees are picking up any trash that they find. They have created 30 roads to the work sites, pouring cement for the foundations, installing culverts as needed. Krivohlavek questioned Nelson, stating that she had received an email from a citizen, questioning the total wattage of the project. Nelson answered that all of the plans had been approved by their engineers and by NPPD. He said that the towers themselves will not be at maximum output, and that there is a voltage loss from the point of generation to where the lines connect to the substation, so this will also drop the wattage. Nelson noted that they have installed warning signage on the roads that are being used by the cement trucks, and that some of them have already been stolen. They are going to put the signs up in a more permanent manner. Krivohlavek is concerned that she has seen postings on social media, joking about hunting in the area where construction is taking place. She reports that she is concerned about the safety of the workers. Nelson responded that anyone working on the project is required to wear a safety vest, helmet and boots; Under correspondence, heard reports of receiving the October 27th meeting minutes from the Saline County Historical Society, and a summons from Mattson Ricketts Law Firm naming Saline County and companies involved in building the Milligan 1 windfarm. All are being sued by Alan Brunkow, Debbie Brunkow, Gary Veprovsky, Dennis Pallas, Deborah Pallas, Charles McKay and Rebecca McKay. The suit is challenging the validity of the conditional use permit issued by the County to construct the windfarm; Kohout reported that he had received a letter from a Saline County resident, stating that she had received a note from the Milligan 1 wind project, thanking her for supporting the project, but she states that she is against the project. Kohout also received, from the Saline County Attorney’s Office, a notice of two tax foreclosures; Approved a list of organizations that had been approved by the Saline County Tourism Committee for tourism grants. The Board questioned how the vote was taken should any of the members also be members of the requesting organization. Gary Wooten answered that, should that happen, the member would abstain from voting; Veteran Service Committee member Lyle Bartels announced that the recipient of the November Veteran Certificate of Appreciation is William J. Kottas. The certificate reads “The Saline County Commissioners wish to Recognize your military service to the United States of America. Throughout our Nation’s history, it is the effort of the men and women, such as yourself, that have provided the freedoms we, as Americans, dearly enjoy today. Please accept our deepest gratitude and appreciation. Let us never forget your demonstrated sacrifice, service, love, and commitment to your country. Thank You, God Bless You, and God Bless the United States of America”. As Mr. Kottas was unable to attend, the certificate was presented to Nebraska State American Legion Commander Gary Wooten; At 10:23 a.m., recessed; At 10:42 a.m., reconvened; Approved Trudy Kubicek as a continuing member of the Saline County Aging Services Board; Approved Resolution #2019-093, transferring $6,597.58 from the General Fund health insurance line to the Aging Services Fund, to reimburse for premiums that were paid from Aging Services; Resumed the discussion concerning the Aging Services budget. The salaries were calculated for the 2019-20 fiscal year. Approved Resolution #2019-094, transferring $92,306.34 from the General Fund to the Aging Services Fund. Discussion was had concerning how the salaries for Aging Services would be paid for the 2020-21 budget year. It was offered that there should be a line item created in the General Fund, and pay the salaries of Aging Services staff from there; Approved Resolution #2019-092, setting a fee schedule for Saline County Offices; County Treasurer Debbie Spanyers presented her distress warrant report for 2018 taxes. She reports that she has turned over 67 warrants, valued at $43,681.74 to the County Sheriff for collection; Approved the Clerk of the District Court report of fees for October, totaling $46,587.90; Approved the Sheriff’s report of fees for October: writ fees $1,937.00, mileage $1,736.50, vehicle inspections $590.00 and gun permits $65.00, totaling $4,328.50; Approved the County Clerk’s report of fees for October, totaling $17,229.53; Under report of officials, heard reports of attending a Region V meeting, a Saline County Tourism Committee meeting, a Saline County Long Term Recovery Team meeting, an Employee Recognition meeting, a CURB Coalition meeting, speaking with the US Census area Supervisor concerning recruiting for census takers, and coming up, another Region V meeting, a Public Health Solutions meeting, a Regional Coalition meeting, an Employee Wellness Committee meeting, a Continuum class, an Employee Safety Committee meeting and a Wellness class; Approved Resolution # 2019-095, the Annual Certification of Program Compliance for the Nebraska Board of Public Roads Classifications and Standards; Heard an update on road and bridge projects going on around the County. Then gave permission to investigate the possibility that Saline County may be able to trade in a motor grader, and not be billed until the next fiscal year; Entered closed session. Kohout announced that, during closed session, the Board would be discussing general assistance application #2019-08 and possible litigation; Exited closed session.
