This is a synopsis of the Saline County Board of Commissioners’ May 14th, 2019, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:39 a.m. on Tuesday, May 14th, 2019, by Chairperson, Marvin A. Kohout. Present were Kohout, Phil Hardenburger, Janet J. Henning, Stephanie A. Krivohlavek and Russ Karpisek, Commissioners, County Clerk Daryl Fikar and Administrative Assistant Tim McDermott. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the April 30th, 2019, meeting; Heard the annual report and budget request from C.J. Johnson of Region V Systems; Heard the annual report and budget request from Dave Merrill of Region V Services; Closed the bidding for the Saline County Public Defender position; One bid was received from Gropp Law and Mediation, LLC of Wilber. The bid is $84,000 per year for the duration of the two year contract, which is unchanged from the current contract. Also bidding $2,000 per year additional allowance for interpreters, which is reduced from $4,000 on the current contract. The Board will review the bid and announce their decision during the May 28th meeting. The bid is placed on file and is of public record in the Commissioners’ Journal as attachment #1 of these minutes. Heard a report from Javier Caltenco with the U.S. Small Business Administration, who updated the Board on the disaster claims that have been received due to the recent flooding. The claim center, in Crete, has received two claims for assistance at this time. Saline County Aging Services Director Lori Moldenhauer updated the Board on the recent activities of her office, including the receipt of several grants. She also asked to Board to approve the hiring of Korbyn Moldenhauer as a temporary, part-time employee of her office. Upon the advice of the County Attorney, the Board approved her employment, conditional on the advertising and interviewing of any other applicants for the position. Clerk of the District Court Amber Mulbery presented three items to the Board: She asked whether the leather covered doors that, prior to the courthouse renovation, were on the west entrance to the District Courtroom could be donated to the Saline County museum. The Board advised that the doors should first be declared as surplus property. The second item was to ask permission to have a locking mechanism installed on the door of one of the conference rooms on the third floor. She provided an estimate of $673.00 for the mechanism and installation. After discussion of other possibilities, approved the purchase and installation of the lock. The third item she reported was a concern by the District Court Judge that there is a large gap at the bottom of the door between the District Courtroom and the Judge’s chambers, allowing conversations in her chambers to be heard in the courtroom. Courthouse maintenance supervisor Dan Johnson will check on resolutions to this problem; At 11:14 a.m., recessed; At 11:27 a.m., reconvened; Closed the bidding for the new shop building in Friend; One bid was opened and read from Astro Buildings. The bid, for $159,636.00 is placed on file and is of public record in the Commissioners’ Journal as attachment #2 of these minutes. Highway Superintendent Bruce Filipi will review the bid and come back with his recommendation at 11:00 during the next Commissioners’ meeting on May 28; Approved a request to occupy right of way from Windstream to bore under the county road at 2376 County Road 400 to install electric cable/utility line; Filipi then updated the Board on various road and bridge projects going on around the County; Entered closed session. Kohout announced that, during closed session, the Board would be discussing general assistance application #2019-02, general assistance application #2019-03 and general assistance application #2019-04; Exited closed session. Kohout announced that, during closed session, the Board discussed general assistance application #2019-02, general assistance application #2019-03 and general assistance application #2019-04 and no action was taken; Approved general assistance application #2019-04 for the amount of $1,864.25; Approved general assistance application #2019-03 for the amount of $225.38; Denied general assistance application #2019-02; Under correspondence, Fikar reported receiving a notice from the Nebraska Dept. of Transportation that Highway 74 will be closed for repair, going west from the Saline/Fillmore County line for approximately 1 mile. The work is tentatively scheduled to begin in the spring of 2020 and take approximately 70 calendar days to complete. During construction, the highway will be closed and a detour marked. Under report of officials, heard reports of attending a Region V meeting, an Employee Wellness Committee meeting, participating in a NACO conference call, attending a Dorchester village board meeting, an Employee Safety Committee meeting, a CURB Coalition regional meeting, a local CURB Coalition meeting and, coming up, a Public Health Solutions meeting, a Veteran Service Committee meeting, a Saline County Aging Services Executive Board meeting, a NIRMA Board meeting, and learned that the Fire Marshall final inspection date is still undetermined; Approved the new Employee Wellness by-laws, learning that the items that have been added will help Saline County when applying for grants, as some of the grant requirements were being abided by, but were not in the by-laws; Approved the annual contract with Blobaum and Busboom for CPA services. The contract is for $6,310.00, compared to $6,150.00 last year; Authorized the Presidents and Secretaries of Saline and Friend Rural Fire Departments to sign the annual MFO agreement for funding; Approved the County Clerk’s report of fees for April, totaling $14,346.00; Approved the Sheriff’s report of fees for April: writ fees $1,493.00, mileage $1,704.50, vehicle inspections $670.00 and gun permits $30.00, totaling $3,897.50; Approved the Clerk of the District Court report of fees for April, totaling $8,722.89; Approved resolution #2019-031, transferring $450.00 from the General Fund to the Employee Wellness Fund, as proposed in the 2018-19 budget; Approved resolution #2019-032, transferring $1,750.00 from the General Fund to the Emergency Preparedness Fund, to be reimbursed when funds are available;
