This is a synopsis of the Saline County Board of Commissioners’ June 6, 2023, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:32 a.m. on Tuesday, June 6, 2023, by Chairperson Phil Hardenburger. Present were Hardenburger, Stephanie A. Krivohlavek, Marvin A. Kohout, Russ Karpisek and Janet J. Henning Commissioners, County Clerk Anita K. Bartels and County Attorney David C. Solheim. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on May 31, 2023, in compliance with State Statutes; Hardenburger advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the May 23, 2023 regular meeting; Under Citizens Forum, Tad Eickman, Jeanne Stokebrand and Kay Kottas addressed the Board; Under Correspondence it was reported receiving from SENDD a notice the May Executive Committee/Budget Committee meeting was moved to June 1st; from the City of Crete a notice of the June 6th City Council and Council Committee meetings and notices of two Public Hearings to be held on June 6th regarding proposed redevelopment; a letter from the Nebraska Auditor of Public Accounts stating the audit for fiscal year ending June 30, 2022 is complete; an introduction packet from Prochaska & Associates, offering Planning, Architect, Engineering & Interior services and from NIRMA their renewal letter and billing statement; Under Report of Officials heard reports on the Employee Insurance Committee, the groundbreaking ceremony for the NACO west office, a NACO Board zoom meeting with the Governor, the Board of Equalization and County Board NACO workshops, Region V Services and Region V Systems meetings and Hometown Housing meeting; Mid-American Benefits presented a Third Party Administration proposal for employee Health Savings Account (HSA) and Flex Savings Account (FSA) accounts; Approved and accepted the Mid-American Benefits HSA & FSA Third Party Administration Proposal; Heard updates on the new radios and equipment for the first responders; Heard an update on programs provided by Blue Valley Behavioral Health; At 10:35 a.m. took a recess; At 10:45 a.m. reconvened; Held discussion with Soarin Group Human Resources on current and future procedures, programs and practices accomplished for employees; Discussed the next step in the renovation of the old jail building, defining the interior demolition project description and specifications needed to go out for bids; Approved Resolution #2023-30 closing the Saline County Extension Office petty cash checking account XXX.628; Approved Resolution #2023-31 cancelling July 5, 2023 as a regular meeting date for the Board of Equalization and the Board of Commissioners; Approved the County to pay 100% of the health insurance premiums for the employee and employer (single, employee & spouse, employee & child and family coverages); Approved the funding of employee HSA accounts effective July 1, 2023, $3,500.00 employee only coverage and $7,000.00 for employee plus family coverages; Approved the NIRMA Insurance Renewals effective July 1, 2023 – July 1, 2024; Approved Resolution #2023-32 establishing an official Employee Recognition Policy; Discussion began on the request for funds to pay for a sound study on the Milligan 1 Wind Farm, requested by the Board of Adjustments. Concerns regarding what the Planning & Zoning Administrator’s responsibility and authority is in addressing this issue; Solheim recommended having the discussion in Executive Session. At 12:13 p.m. motion was made to enter closed session to discuss a personnel matter; Solheim recommended the motion to enter closed session should have been to enter closed session due to possible and threatened litigation. The motion to enter closed session was amended to discuss possible and threatened litigation; At 12:28 p.m. a motion was made to exit closed session; During closed session a Milligan 1 sound study was discussed with no action taken; The request for a Milligan 1 sound study was dismissed, because it’s outside of the Board of Adjustments jurisdiction; Approved Resolution #2023-34, changing the Citizen Forum allotted speaking time per person from three (3) minutes to five (5) minutes; Approved the May 2023 Sheriff Fees, $4,211.80; Approved the May 2023 Clerk of the District Court fees, $47,398.41; Approved Resolution #2023-33, amending Resolution #2023-29 transferring $5,500.00 from the Inheritance Fund to the Grant Fund, to be reimbursed when funds become available; Approved Resolution #2023-35, transferring $3,500.00 from the Inheritance Fund to the Juvenile Services Aid Program, to be reimbursed when funds become available; Approved the Request to Occupy the Right of Way submitted by Allo Communications at Section 25, Township 8 North, Range 4 East 6th Meridian; Approved the claims as presented; There being no further business to come before the Board, the meeting was adjourned at 12:35 p.m. The next regular meeting will be on Tuesday, June 20, 2023 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
