A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:45 a.m. on Tuesday, January 3 2023, by Chairperson Russ Karpisek. Present were Karpisek, Phil Hardenburger, Stephanie A. Krivohlavek, Marvin A. Kohout and Janet J. Henning Commissioners, and County Clerk Anita K. Bartels. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on December 28, 2022, in compliance with State Statutes; Karpisek advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the December 20, 2022 regular meeting; Under Correspondence, communications were held regarding the Local Assistance and Tribal Consistency Fund and with the City of Crete and Nestle regarding the North Boswell paving project; Under Report of Officials heard reports of meetings with Region V, union negotiations, and Hometown Housing. The Saline County Museum in Dorchester received a Citizen of the Year award. Reference was made to the last NACO newsletter articles regarding Board certification and broadband coverage; An inquiry was made about the availability of the Wellness Center for retired employees. Eickman reported Fund 0985 is the County Attorney’s budget has been inactive for some time and if the Board would chose to close said account, the balance of approximately $104,000.00 could be transferred to the General Fund 0100; The Board adjourned to sine die for reorganization; Under reorganization Hardenburger was elected Chairperson and Krivohlavek was elected Vice-Chairperson Approved the 2023 Appointments, Policies, Holidays, Fees, Meeting Dates, ETC. *Official keeper of the Saline County Board agenda – County Clerk. Approved a minor subdivision for Galen Kuska (31-7-1); Approved a minor subdivision for Dwayne Wolfe, Cattail Springs (NW1/4 of 21-5-1); At 10:32 a.m. recessed; At 10:44 a.m. reconvened; Approved Resolution #2023-03 approving Employee COVID premium pay; Approved Resolution #2023-04 establishing a newly created and separate fund known as Local Assistance and Tribal Consistency Fund, #2585; Approved the Request for Proposals for Employee Health Insurance to be effective July 1, 2023; Approved Resolution #2023-05 transferring $55,000.00 from the Inheritance Fund to the Road Fund, to be reimbursed when funds become available; It was reported County Road BB between Road 1725 and Road 1800 was closed on New Year’s Day due to a caved in culvert; Approved the claims as presented; At 11:35 a.m. entered closed session to discuss a personnel issue; At 12:06 p.m. recessed closed session with no action taken; At 1:12 p.m. resumed closed session to conduct interviews for the open seats on the Planning & Zoning Board, Board of Adjustments and County Surveyor; At 2:26 p.m. exited closed session with no action taken; There being no further business to come before the Board, the meeting was adjourned at 2:18 p.m. The next regular meeting will be on Tuesday, January 17, 2023 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
