This is a synopsis of the Saline County Board of Commissioners’ February 4th, 2020, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:32 a.m. on Tuesday, February 4th, 2020, by Chairperson, Marvin A. Kohout. Present were Kohout, Phil Hardenburger, Janet J. Henning, Stephanie A. Krivohlavek and Russ Karpisek, Commissioners, County Clerk Daryl Fikar and Administrative Assistant Tim McDermott. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the January 21st, 2020, regular meeting; Under citizens forum, Ric Nelson of EDF Renewable Energy updated the Board on the progress of the Milligan 1 Wind project. He noted that, as of the end of January 2020, the company had paid out to regional vendors $1,558,211, not including per diem of $120 to $150 per day to the site workers. He then informed the Board about construction activities of access roads, foundations and improvements to County roads. He ended by telling of an incident that had happened between a Saline County citizen’s car and a common carrier truck, where the truck had turned in front of the car. He stated that no one was injured, and EDF representatives had visited with the driver of the car to determine the damages; Approved an agreement between Saline County, Syerra Watson and Crete Public Schools, to implement the School Intervention Worker program; Program Coordinator Bonnie Bleich made a presentation to inform the Board that she plans to retire, and recommends that the Board find a replacement to fulfill her duties as coordinator for the County Spelling Bee, Reading Classic and display at the County Fair. She states that she started as a part-time secretary in the County Superintendent’s Office, which gave rise to her current position. After discussion, it was decided that her replacement in the Highway Superintendent’s Office may be assigned her current duties; Presented a Certificate of Appreciation to veteran David E. Sebek, who enlisted in the U.S. Army on January 26, 1954, and was discharged on January 25th, 1957. He spent 16 months in Korea and the rest of his tour at Fort Sill, OK. The certificate reads “The Saline County Commissioners wish to recognize your military service to the United States of America. Throughout our Nation’s history, it is the effort of the men and women, such as yourself, that have provided the freedoms we, as Americans, dearly enjoy today. Please accept our deepest gratitude and appreciation. Let us never forget your demonstrated sacrifice, service, love, and commitment to your country. Thank You, God Bless You, and God Bless the United States of America.” Mr. Sebek thanked the Board and received a standing ovation; Appointed Henning as the Commissioner representative, Hardenburger as the at-large member, and Emergency Management Director John McKee as the county official, should he choose to accept the position to the Crete Community Building Administrative Committee; Under correspondence, heard reports of receiving a letter from Blue Valley Behavioral Health, reporting that during the first six months of this fiscal year, they had treated, for substance abuse, 57 citizens of Saline County. Also received was the quarterly newsletter from Blue Valley Community Action and a design/builders statement of qualification from Ayers & Ayers, Inc.; Under report of officials, heard reports of attending a Blue Valley Community Action meeting, an Employee Wellness Committee meeting, a NACO Board meeting, a Cyber Security class, an Employee Handbook review meeting, an Aging Services full board meeting, a NIRMA Board meeting, a Continuum EAP class, and a County Coalition meeting. Coming up, a Region V meeting on the 10th, an Ag. Society meeting next week, the SE District NACO meeting on March 12th, the NACO Board workshop and the employee health fair; Approved resolution #2020-006, authorizing the Board chair to sign the construction engineering agreement with JEO Consulting Group, Inc. to provide services on project number BRO-7076(25); Approved a request to occupy right of way from Black Hills Energy to excavate a gas main to repair a small leak approximately 660 feet south of County Road H on the east side of County Road 2250; Declared as surplus three vehicles formerly used, but no longer needed, by the Saline County Sheriff’s Office; Approved an amendment to the road haul agreement with EDF Renewable Energy for the Milligan 1 wind project. The amendment added approximately 6 tenths of a mile on County Road County Road 1000, running north from Highway 41. Karpisek noted that the road was already being used, and he believes that the Board should have approved the amendment prior to use; Gave permission to the Highway Superintendent to send one employee to a two-week class for instruction on how to inspect bridges; Heard an update on various road and bridge projects going on around the county; Jerry Berggren of Berggren Architects presented a standard form of agreement between his firm and Saline County to contract for mortar joint restoration and stone repair of the courthouse and old jail building; Entered closed session. Kohout announced that, during closed session, the Board would be discussing general assistance application #2020-01 and an issue with a construction contract; Exited closed session.
