This is a synopsis of the Saline County Board of Commissioners’ February 18th, 2020, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:33 a.m. on Tuesday, February 18th, 2020, by Chairperson, Marvin A. Kohout. Present were Kohout, Janet J. Henning, Stephanie A. Krivohlavek and Russ Karpisek, Commissioners, County Clerk Daryl Fikar and Administrative Assistant Tim McDermott. Commissioner Phil Hardenburger was absent. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the February 4th, 2020, regular meeting; Kohout then noted that an item on the agenda, specifically Ayars & Ayars presenting on repair to the mortar of the courthouse and old jail, would not take place, as that company specializes in design and build, not building repair. Under citizens forum, Ric Nelson of EDF Renewable Energy shared a letter that Milligan 1 wind project had sent to landowners. They are planning a meeting with the landowners to discuss how construction activity will affect the 2020 planting season, specifically the timing to order seed and chemicals. Karpisek asked Nelson to remind the landowners that they will need to update their crop insurance agent and, possibly, the FSA Office regarding the number of acres under cultivation; Under correspondence, heard reports of receiving, from Blue Valley Community Action, their February 18th meeting agenda, January 21st meeting minutes, their February report to the Board of Directors and their January and February news clippings. Also received was the 2019 annual NIRMA report; Under report of officials, heard reports of attending a Region V meeting, the employee health fair, a NIRMA law enforcement liability workshop, an employee wellness committee meeting, the county spelling bee, a ground water seminar, an Aging Services budget meeting and, coming up, a budget meeting with Aging Partners, the soup and salad fundraiser for SCAT on the 29th, a Safety Committee meeting, a meeting with Cheever Construction and a Continuum EAP workshop. Also heard from Commissioner Henning that she had received a letter from Blue Valley Community Action, advising her that she is no longer a member of their board, due to downsizing; Approved the Clerk of the District Court report of fees for January, totaling $11,581.34; Approved the Sheriff’s report of fees for January showing: writ fees $1,728.00, mileage $1,295.50, vehicle inspections $510.00, gun permits $115.00, totaling $3,648.50; Approved the County Clerk’s report of fees for January, totaling $16,651.25; Approved resolution #2020-07, transferring $3,121.72 from the General Fund to the Aging Services Fund to reimburse for health insurance premium expenses; Approved resolution #2020-08, transferring $675.00 from the General Fund to the Juvenile Services Aid Program Fund, to be reimbursed when funds are available; Approved Berggren Architects to oversee the mortar replacement and stone repair of the courthouse and old jail building; Highway Superintendent Bruce Filipi informed the Board that he had attended the Wilber City Council meeting on February 11th, where they discussed resurfacing of North Shimerda Street in Wilber. He noted that the estimate that they had received, from Pavers, Inc. is $119,585.70. The County and the City of Wilber will split the expense, but he was unsure what the percentages would be until after more accurate measurements are made. The resurfacing will start at Hickory Street and run north to where the current asphalt ends, and is expected to be complete by August 1, 2020. Filipi then noted that the state contract for motor graders expires at the end of February, so he will be purchasing a new motor grader prior to then, but the payment will not be made until after July 1st, during the new budget year.
