This is a synopsis of the Saline County Board of Commissioners’ August 4th, 2020, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, August 4th, 2020, by Chairperson, Marvin A. Kohout. Present were Kohout, Russ Karpisek, Philip S. Hardenburger, Stephanie A. Krivohlavek, Janet J. Henning Commissioners, County Clerk Anita Bartels, Administrative Assistant Tim McDermott, and Saline County Attorney Tad Eickman. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the July 21st, 2020, regular meeting; Under Citizens Form, Gary Veprovsky requested clarification on the different dollar amounts shown in the resolutions to refund the Highway Allocation Fund Bond and the Limited Tax County Building Bond. Jack Sukovaty addressed the Board via teleconference, requesting the Saline County Zoning Regulations be reevaluated, opened to public input and hearings to address what he perceived to be totally inadequate criteria concerning wind energy systems. His suggestion is to specifically address Article 6, Section 619. In his estimation the hearings, topic and regulations should be better advertised and the public input actively sought by the County on such an important matter. Rick Nelson representing the windfarm project reported the project is at 40% completion. Olsson Engineering will be flying drones over the area to assess any crop & CRP damage. The University will be assessing for compact issues. Then reimbursements will be made to landowners. Under correspondence heard reports of receiving from Jefferson County Planning and Zoning a notice the March 26, 2020, meeting has been rescheduled for August 13th, 2020; from the City of Crete, the agendas for a July 27th Planning Commission, and July 28th Public Committee meetings, City of Crete August 4th meeting agendas for the City Council Regular meeting, Public Work committee, Parks & Recreation, Legislative & Economic Development committee; from Blue Valley Community Action their 2019 Impact Report and Quarterly Connection; a letter from the Nebraska Office of the Attorney General regarding opioid litigation and a notice of a Construction and Operating Permit transferred to Ross Wollenburg Farm. Karpisek reported receiving a follow up property valuation protest letter from Robert Znamenacek. Kohout reported an opening on the Board of Adjustments. They are hoping to fill the position with someone who resides in the middle of the County. Contact John Barta if interested. Under report of officials heard reports of attending a Planning & Zoning meeting; a NACO benefits meeting; a Blue Valley Community Action finance meeting; an Aging Services budget review meeting; the Annual Continuum meeting; an upcoming Safety Committee meeting, NIRMA workshop, NIRMA Board of Directors meeting, and Blue Valley Community Action meeting. Scott Keene with Piper Sandler presented the drafts and resolutions for refunding the Highway Allocation Fund Pledge and Limited Tax County Building Bonds for approval. Keene replied to Veprovsky’s question, explaining that refunding of the bonds is similar to refinancing a home mortgage to get a better interest rate. In doing so, we would not be extending the life of the bonds, we would be saving money by paying less interest. Keene also explained the PAR amounts reflect the cost if the bond fund account would not be fully funded and he does not feel this is a concern, only a figure included in the paperwork to facilitate actions in future should it be necessary. Approved Resolution #2020-047 refunding the outstanding Highway Allocation Fund Pledge Bond, Series 2012. Approved Resolution #2020-048 refunding the outstanding Limited Tax County Building Bond, Series 2015. Approved conditional use permit requested by Les Lawver to build a swine finishing unit. Brian Blobaum, CPA with Blobaum and Busboom presented the preliminary budget for 2020-2021. Approved conditional use permit request by Viaero to erect a communications tower in Swanton. Agree to cancel County Government Day scheduled for October 21st, due to COVID-19 mandates. Approved a minor subdivision request from Dave and Marla Musil. Approved a minor subdivision request from Randy and Michele Vana. Approved Resolution #2020-045 to issue tax sale certificates to Saline County for each and every parcel of real estate upon which there are delinquent taxes for three or more years. Approved Resolution #2020-046 directing the Saline County Attorney to foreclose all tax sale certificates held and owned by Saline County which the owner’s and other claimant’s right of redemption has expired. Approved the Agreement with Lancaster County Youth Services for juvenile detention services. Discussed one recommendation made by Dan Troyer to address the parking lot drainage issues. Approved the vacation and sick leave agreement. Approved Resolution #2020-049 transferring $270,000.00 from the Inheritance Fund to the General Fund. Approved Resolution #2020-050 transferring $2,200.00 from the Inheritance Fund to the Bailiff Fund. Approved Resolution #2020-051 transferring $650.00 from the Inheritance Fund to the Juvenile Services Aid Fund. Approved Resolution #2020-052 transferring $360.09 from 2380 Drug Fund to 2390 Drug Fund and $12,689.47 from 2940 Law Enforcement Commissary to 2965 Law Enforcement Commissary. Henning moved to approve Resolution #2020-053 transferring $372.80 from the Road Fund to the General Fund. Claims were approved as submitted.
