This is a synopsis of the Saline County Board of Commissioners’ August 16, 2022, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, August 16, 2022, by Chairperson Russ Karpisek. Present were Karpisek, Janet J. Henning, Marvin A. Kohout, Stephanie A. Krivohlavek and Phil Hardenburger, Commissioners, and County Clerk Anita K. Bartels. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on August 10, 2022, in compliance with State Statutes; Karpisek advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the August 2, 2022 regular meeting; Under Citizens Forum Gary Veprovsky addressed the Board; Under Correspondence heard reports of receiving a thank you note from Senator Deb Fischer’s office, a public hearing notice from the City of Crete for the Airport Authority, from Blue Valley Community Action their August 16th agenda, minutes of the June 21st meeting, reports to the Board of Directors and the June 2022-August 2022 News Clippings, a notice the Driver Licensing Office in Wilber will be closed August 25th and September 8th; a text message from the Village of Dorchester confirming their interest in the Hometown Housing Program; a report the City of Crete confirmed their interest in the Hometown Housing Program; a phone call from the Village of DeWitt confirming their interest in the Hometown Housing Program and a statement of being sued by Chuck McKay; Under Report of officials, heard reports of meetings with Norris Public Power District, the Ag Society, Blue Valley Community Action, final Board of Equalization Protest hearings and touring the John Deere plant in Davenport, Iowa. It was also announced that forming a Railroad Transportation Safety District is in the early stages, with no decision made. The District would be countywide, not just the City of Crete; At 9:50 a.m. opened the public hearing regarding facilitating the Doane University revenue bonds; The Board discussed Saline County has been successful in assisting Doane with their bonds in the past, noting there is no liability to the County; At 9:52 a.m. closed the public hearing; Soarin Group HR presented a template for consistant Saline County job descriptions; At 10:24 a.m. the Board recessed; At 10:34 a.m. the Board reconvened; Attorney Dave Solheim presented the Board with the possibility of adding a Victim-Witness Coordinator position to the County Attorney’s office; At 10:47 a.m. approved Resolution #2022-42 to authorize facilitating the Doane University tax exempt bond financing; Approved the contract with Hometown Housing, USA, enlisting Phase 1 and Phase 2; Held teleconference with Soarin Group IT, determining it will be the decision of each courthouse office what type of fax service will best serve their needs; Approved Principal Dental Plan Option #1 for the employee dental plan; Approved the updated National Insurance Joinder Agreement for Group Life Insurance; Approved the July 22 Clerk Fees, $36,073.48; Approved the July 22 Clerk of the District Court Fees, $13,260.51; Approved the July 22 Sheriff Fees, $2,568.67; Approved Resolution #2022-43, County Annual Certification of Program Compliance to the Nebraska Board of Public Roads Classifications and Standard 2022; Approved Resolution #2022-44, transferring $10,000.00 from the Inheritance Fund to the Bailiff Fund, to be reimbursed when funds become available; Approved Resolution #2022-45, transferring $1,100.00 from the Inheritance Fund to the Juvenile Service Aid Program Fund, to be reimbursed when funds become available; Approved Resolution #2022-46 for BRO-7076(25) for the Turkey Farm Bridge Project, using soft match funds; Heard a report of receiving an additional $23,732.50 in grant money for the tire collection program; Heard reports of various road projects, including culvert replacements; Approved the claims as presented; At 12:05 p.m. entered closed session to discuss pending litigation; At 12:48 p.m. exited closed session; During the closed session, pending litigation was discussed with no action taken; There being no further business to come before the Board, the meeting was adjourned at 12:49 p.m. The next regular meeting will be on August 30, 2022 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
