This is a synopsis of the Saline County Board of Commissioners’ April 2nd, 2019, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s Office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, April 2nd, 2019, by Chairperson Marvin A. Kohout. Present were Kohout, Janet J. Henning, Stephanie A. Krivohlavek, Philip S. Hardenburger and Russ Karpisek Commissioners, County Clerk Daryl Fikar and Administrative Assistant Tim McDermott. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three County newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the March 19th, 2019, regular meeting; Under correspondence, Fikar reported receiving the December 20th meeting minutes and March 13th meeting agenda from 5 Rivers RC&D, the March 10th meeting minutes from the Saline County Historical Society, the March 11th meeting minutes from the Regional Governing Board, the March 21st meeting agenda from SENDD and a bid from the Nebraska State Auditor’s Office for next year’s and the next three year’s audit. Kohout reported that he had received an anonymous letter at his residence, but since the letter was not signed, no response can be made; Under report of officials, heard reports of attending the following meetings: Public Health Solutions, Blue Valley Community Action, 5 Rivers RC&D, Continuum EAP Leadership, Seward/Saline Solid Waste Committee, a Fillmore County Board meeting, meetings with Pictometry Imaging, FEMA, an Employee Wellness Committee meeting, a Saline County Aging Services meeting, a SENDD meeting, a WorkWell meeting and, coming up, a Region V meeting, a NIRMA Board meeting and the Fire Marshall final inspection on April 17th; Heard an annual report by Probation District 1 Chief Probation Officer Jeremy Behrends; Conducted a public hearing, and approved changing the name of County Road I between Highway 103 and County Road 2250 to Industrial Road; Approved a minor subdivision for the Village of Western to build a sewage lagoon; Approved the Return on Public Tax Sale Report from the County Treasurer. There were 22 bidders who purchased 93 out of 216 parcels. The total monies collected was $148,166.76; Veteran Service Officer Forrest Doyle gave his monthly report to the Board. Due to the recent flooding, he detailed the Nebraska Veterans Aid catastrophic aid program. He noted that any qualified veteran or family member of a veteran in need of aid may contact his office directly for information. Doyle informed the Board that he has contacted Windy Prairie and has learned that the new computer for the Veteran’s memorial kiosk should be installed next week; Highway Superintendent Bruce Filipi reported to the Board that Rock On, Gana Trucking and Beatrice Concrete are all hauling crushed rock and Saline County is hauling gravel to be used on Saline County roads; Filipi then updated the Board on the recent fire in the shop building in Friend. He informed the Board that he believes that it would be wiser to get rid of some of the other old buildings on the site and build a larger, more modern building. He stated that the insurance company would cover the cost of a building similar to the one that burned, as well as property that was in the building. A new, larger building would be approximately $100,000 more. The Board requested that he get some exact estimates and come back to the Board with those numbers; Approved a new interlocal agreement with Thayer, Fillmore, Jefferson and Saline Counties to fund the expenses of the District Court Bailiff. This is necessary due to the change of the District Court counties; Consideration of Resolution #2019-014 was rescheduled to the April 16th meeting so the Tourism and Veteran’s Memorial Committees could be involved; Approved Resolution #2019-016, transferring $2,002.00 from the General Fund to the Employment Security Act Fund, as proposed in the 2018-19 budget; Approved Resolution #2019-017, transferring $1,001.57 from the Employment Security Act Fund to the General Fund, as proposed in the 2018-19 budget; Approved Resolution #2019-018, closing the Employee Security Act Fund #1200. A discussion was opened concerning the payments that Saline County is making to the various Fire and Rescue units in the County. There is a policy in place that allows for a payment of $100.00 for each rescue call to which the Crete Area Medical Center- based Advanced Life Support (ALS) vehicle responds. This payment is made to whichever city, town or village unit is the primary responder. The discussion centered around whether this is fair to the units that may have another hospital that is closer and is located in another county. In this case, that department would not receive the $100.00. It was discussed whether to continue this program and include ALS units from other counties or to increase the stipend that is already paid to each organization in Saline County. This discussion will be continued at a future meeting; Approved Resolution #2019-019, transferring $332,000 from the Inheritance Tax Fund to the General Fund, to be reimbursed when funds are available; Approved Resolution #2019-020, transferring $25,000 from the Inheritance Tax Fund to the Road and Bridge Fund, to be reimbursed when funds are available; Approved Resolution #2019-021, transferring $180.00 from the Inheritance Tax Fund to the Employee Wellness Fund as proposed in the 2018-19 budget; Approved Resolution #2019-022, transferring $660.00 from the Inheritance Tax Fund to the Building Fund, to be reimbursed when funds are available; At 12:25 p.m., entered closed session. Kohout announced that, during closed session, the Board would be discussing a personnel matter and general assistance application #2019-02; At 1:15 p.m., exited closed session.
