SECTION 00 10 00 INVITATION TO BID Sealed Proposals for the construction of “2024 Crete Street and Alley Improvements, CDBG Project No. 24-PWI-004 for the city of Crete, Nebraska,” JEO Project No. 240578.00, QuestCDN No. 9460677, will be received by the city clerk at 243 East 13th Street, Crete, NE 68333, until 10:00 AM on the 13th day of November 2025, and thereafter will be read aloud. The work is generally described as follows: Street paving and Alley repaving. The street paving is on Oak Avenue from 20th Street to 22nd Street and 21st Street from Oak Avenue to Norman Avenue. It will consist of 32' wide 7" concrete pavement with curb, 5" concrete sidewalk, and curb ramps. The alley repaving is between 12th Street and 13th Street from Oak Avenue to Norman Avenue, and the alley between Main & Linden Street and 12th & 13th Street. Opinion of Probable Cost $1,008,000 Proposals will be taken for said construction work listed above by unit prices, as an aggregate bid for the entire project. All Proposals for said construction work must be made on blanks furnished by the Engineer and must be accompanied by Bid Security of not less than 5% of the amount bid. Bid Security to be made payable to the Treasurer of the city of Crete as liquidated damages in case the bid is accepted and the bidder neglects or refuses, to enter into contract and furnish bond in accordance herewith. In order to bid the project, the contract documents must be issued directly by JEO Consulting Group, Inc. or QuestCDN to the bidder. The project is financed in whole or in part by the Community Development Block Grant (CDBG) program. The Owner notifies all Bidders that it will affirmatively ensure that in any Contract entered into pursuant to this Advertisement, women, minority, and local small business enterprises will be afforded full opportunity to submit a Bid in response to this Advertisement and will not be discriminated against on any grounds, including those of race, color, sex, or national origin in consideration for an award. In conformance with the requirements of Section 3 of the Housing and Community Development Act of 1968, to the greatest extent feasible, and consistent with existing Federal, state, and local laws and regulations, the subrecipient must ensure contracts for work awarded in connection with Section 3 projects are provided to business concerns that provide economic opportunities to Section 3 workers residing within the metropolitan area (or nonmetropolitan county) in which the project is located. Due to the use of 2024 Federal Fiscal Year CDBG grant funds for this infrastructure project, Buy America Preference applies to iron and steel and specifically listed construction materials. Absent an approved waiver, all listed iron and steel products and specifically listed construction materials used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The term “specifically listed construction materials” means the following products: non-ferrous metals, lumber, composite building materials, and plastic and polymer-based pipe and tube. The Owner reserves the right to waive informalities and irregularities and to make awards on bids which furnish the materials and construction that will, in their opinion serve the best interests of the Owner, and also reserves the right to reject any and/or all bids.
