Dorchester Planning Commission Public Hearing (Condensed) May 12, 2020 The Planning Commission was called to order on May 12, 2020 at 4:00 p.m. via Zoom meeting by Chairman Kelly Vyhnalek. Answering Roll Call were members Brent Zoubek, Justin Sand, Faith Bledso and Chrm. Kelly Vyhnalek. Penny Keller was absent. Vyhnalek advised those present of the Open Meeting Act. Approved April 15, 2020 minutes. Open Public Hearing The purpose of the meeting was to hear testimony in favor of and in opposition to and to answer questions in relation to change the Future Land Use Map for an area described as; A legal description commencing (POB) at the SW corner of Lot 8, Dorchester Village, Kasl Addition; thence southerly to the intersection with the centerline of Road E; thence, easterly along said centerline to the intersection with the centerline of Washington Street; thence, northly along said centerline to the intersection with the extended south property line of Lot 10 Dorchester Village, Luick’s Addition; thence, westerly along said south property line and continuing along the south property lines of Lots 6, 7, 8, and 9 of Dorchester Village, Luick’s Addition and continuing to the SE corner of Lot 5 of Dorchester Village, Kasl Addition; thence northerly along the east property line of said Lot 5 to the intersection of the centerline of Whitmar Street; thence; westerly along said centerline to the west edge of Dorchester Village, Kasl Addition; thence, southerly along the west property line of Lot 8, Dorchester Village, Kasl Addition to the point of beginning. Total area is approximately 22 acres. The proposed change would change the Land Use District from Medium to High Density Residential to Low Density Residential. Closed Public Hearing. Recommend changes per Village Board approval. Open Public Hearing Official Zoning Map for an area described as; Lots 5, 6, 7, and 8 of Dorchester Village, Kasl Addition including ½ of the adjacent Rights-of-Way. The proposed change would change the zoning district from R-2 Residential District to R-1 Residential District. Concerns held by Lyle Brown would like to keep residential as platted, single family dwellings to remain consistent. Closed Public Hearing. Proposed change to consider R-2 to R-1 and recommend rezoning the four lots. Recommend change per Village Board approval. Open Public Hearing Amendment to the Zoning Regulations: DWELLING UNIT, SPECIAL TYPES shall mean any dwelling type consisting of single-family detached; single-family attached, multi-family, mobile home that is not meet the typical construction style of traditional stick framed structures. Cargo Container Dwelling: Grain Bin Dwelling Unit; Quonset home; Shouse; Tiny House; and Tree House Section 5.06 by amending the Use Category Residential Living by adding the new definitions being added in Section 2.03 and allowing them as a Permitted Use in the TA-1 Transitional Agricultural District and the R-1 Residential District and making these uses not permitted in the remaining districts. Closed Public Hearing. Discussion to remove all dwellings considered but the Shouse. Recommend changes to the Village Board for approval as stated with modified changes.
