Dorchester Planning Commission July 13, 2020 The Planning Commission was called to order on July 13, 2020, at 5:04 p.m. at the Community Building by Chairman Kelly Vyhnalek. Answering Roll Call were members Justin Sand, Faith Bledso and Chrm. Kelly Vyhnalek. Brent Zoubek and Penny Keller were absent. Keith Marvin, Marvin Planning Consultants; Gloria Riley, Clerk-Treasurer; and Jen Kasl, Deputy Clerk were also present. Vyhnalek advised those present of the Open Meeting Act. Advance notice of the hearing was posted at the Dorchester US Post Office, First State Bank, NE, Village of Dorchester office and The Crete News. Motion was made by Vyhnalek, seconded by Sand to approve the May 12, 2020, Planning Commission Public Hearing minutes. Motion carried (3-0-2). Motion made by Vyhnalek, seconded by Bledso to open the Public Hearing. Motion carried (3-0-2). Open Public Hearing The purpose of the meeting was to hear testimony in favor of and in opposition to and to answer questions in relation to allowing a Conditional Use Permit for Lots 5 & 6 of Dorchester Village, Kasl Addition, including ½ of the adjacent Rights-of-Way and for a Shouse. There was no discussion. Motion by Vyhnalek, seconded by Bledso, to close the Public Hearing. Motion carried (3-0-2). Having no concerns, motion was made by Vyhnalek, seconded by Sand to allow the Conditional Use Permit after Village Board approval. Motion carried (3-0-2). New Business: Keith Marvin presented information about the Housing Study Grant Application. The grant must be submitted by the Planning Commission or another group, rather than the Village Board. Vice-chairman Sand signed the application since Chairman Vyhnalek will be joining the Village Board as a new member later this week.
